Today (24th January 2025), the Government of Kenya launched the National Government Administration Police Unit (NGAPU).

The launch hosted in Kwale County brought together all security agencies.

 

The National Government Administration Police Unit (NGAPU) is a specialized arm of the Kenyan National Police Service, tasked with maintaining law and order, providing security to government installations, and supporting the enforcement of government policies and directives.

Established to bridge the gap between community policing and state security functions, NGAPU operates as a unique blend of administrative authority and security service, contributing significantly to national stability.

The unit is pivotal in disaster response, with a specific focus on natural disasters such as flooding, drought, and famine and Man-Made Disasters such as Ethnic and Resource-Based Conflicts, making it an essential component of Kenya's security architecture.

 

The NGAPU will operate under a clear hierarchical command structure to ensure efficiency and accountability.

The Inspector General of the National Police Service is at the apex, providing strategic oversight and setting the overall operational framework.

The Deputy Inspector General (Administration Police Service) reports directly to the Inspector General and oversees the NGAPU's day-to-day operations, aligning its functions with national security priorities.

 

The structure cascades further down to Regional Commanders, who supervise activities within specific geographical regions, ensure uniform implementation of directives, and address unique regional security challenges.

These Regional Commanders receive reports from County Commanders, who liaise closely with County Commissioners to address local governance and security needs.

At the grassroots level, Sub-County Commanders and Station Commanders manage daily operations, coordinate with local administrative officers, and ensure seamless service delivery to communities.

 

The NGAPU's reporting system is vertically integrated, ensuring that information flows efficiently from field officers to higher command.

Technology integration enhances the process, allowing real-time reporting through digital platforms and secure communication channels.

Officers in the field utilize mobile devices and reporting apps to upload data, images, and updates, streamlining communication and enabling rapid response to crises.

This system ensures that the government remains informed of grassroots realities and empowers NGAPU officers to act decisively and effectively, bridging the gap between policy and practice.

During the launch of the National Government Administration Police Unit (NGAPU), Interior Cabinet Secretary Kipchumba Murkomen lauded the NGAPU as a critical pillar in the country's quest for safety, unity, and sustainable development.

He emphasized that the unit's formation marked a bold step towards decentralizing security operations and ensuring that no Kenyan—regardless of location—was left behind in accessing government services and protection.

 

Murkomen passionately articulated the Government's commitment to empowering communities by placing security personnel where needed

most: in villages, markets, and other grassroots hubs.

He highlighted the NGAPU's unique position as a security outfit and a bridge between the people and Government, pledging that its officers would work hand-in-hand with chiefs, elders, and citizens to address challenges such as cattle rustling, gender-based violence, and radicalization.

Murkomen called on residents to embrace the NGAPU, urging them to view its officers as partners in fostering peace and prosperity.

Interior Principal Secretary Raymond Omolo echoed his sentiments, reinforcing the Government's unwavering commitment to grassroots security and community empowerment.
